Welcome to the Philadelphia Parking Authority's On-line Auction! Please take time to read our new procedures and rules below.
AUCTIONS WILL BE HELD EVERY TUESDAY & THURSDAY. (Subject to Change)
They will be facilitated by Aspite Auto Auction and can be accessed through their website (AAutoAuction.com). Please follow the directions here and on their site to get registered and place bids.
ON-LINE PROCEDURE – REGISTRATION
- Registration for the on-line auction can be found by clicking the SIGN-IN/REGISTER button.
- You can register for the auction at ANYTIME. We recommend your registration be completed at 24 hours prior to the Auction.
- REGISTRATION IS FREE and can be done from any computer or mobile device. You must enter:
- Valid phone #.
- Valid email address.
- Your registered street address must match your driver's license.
- You must take a picture of your driver's license and upload it during registration.
It is the bidder’s responsibility to keep the address current in your account. Address changes will, absolutely, be prohibited once payment has been made. The address in your account will be the address used to process your title and MUST match your driver’s license. It will be your responsibility to apply for a duplicate title from PennDOT to correct the address if the wrong one is provided.
- Once your information is verified your account will be activated and you may begin to bid.
- If you register more than once, your accounts will not be activated.
- Remember your username and password!!
- If your account is suspended, do not reregister, your account will not be activated.
- If you are a licensed vehicle dealer, you must upload your current Dealer License, Dealer Registration, Dealer insurance, and Salespersons license in order to be approved as a dealer.This will be verified by the staff at Aspite and the PPA. Contact Aspite customer service once your account has been activated to ensure you are in fact activated as a vehicle dealer.
- Vehicles may be viewed on-line daily and vehicles will be posted at least 1 day prior to auction. There will be no live preview. There will be a description on-line accompanied by several pictures.
- All bidders/purchasers must be at least eighteen (18) years old. No one under eighteen (18) years of age will be permitted to register.
- Valid driver's license is required.
ON-LINE PROCEDURE – BIDDING
- All vehicles are sold “AS IS” and WITH ALL THE FAULTS. There are no warranties express or implied, nor warranties of merchantability.
- Bidding will open at 8:00AM the day of the auction.
- You are responsible for every bid placed!!! You will be asked to SUBMIT and CONFIRM every bid before it is accepted.If you key in the wrong amount and click CONFIRM, you are responsible for that bid. Failure to pay for a winning bid will result in immediate suspension for 3 months PER CAR.
Accounts are not automatically reinstated. Customers must call or email asking for reinstatement. At that time we will verify that they have a valid I.D. attached to their account and that the address on the account matches that I.D. We also verify their current email address and phone number. Once this information is verified the account is eligible for activation. If your account has been suspended and you wish to be reinstated, please call us at 215-335-4884 or email at mail@aspiteauction.com.
- You will be required to place a credit card deposit prior to bidding. All credit cards used for deposit and payments must be presented to the PPA when completing the signature transaction. (see payment instructions.)If you are the winning bidder, the deposit will be charged to your card immediately.
- Please understand that there is only a “HOLD” placed on your credit card when you place your deposit. The hold on your credit card will be released approximately 24 hours after the auction has ended if you are not the winning bidder.
- BIDS CAN NOT BE RETRACTED
- BIDDING FOR VEHICLES WILL BEGIN CLOSING BETWEEN 10:00AM to 12:00PM on AUCTION DAY. EACH VEHICLE WILL HAVE A SPECIFIED "END TIME"
- If you place a bid and are immediately outbid, this indicates another bidder has placed a proxy bid.
- As a courtesy, all bidders will be notified by text or email (please specify when registering, Aspite recommends text) when their bid is placed.Bidders will also be notified when they have been outbid, when they are the top bid, and if they are in fact the winning bidder.If you are immediately outbid, this will indicate that another bidder has previously posted a proxy bid.
- A proxy bid can be placed at any time during active auction and the system will bid for you up to your specified maximum amount.(EXAMPLE: if you place a bid of $1,000 and the top bid shows $1,000 but does NOT indicate that you are the highest bidder, this means that another bidder placed a $1,000 proxy bid prior to you and his top bid takes precedence over yours. You must increase your bid if you wish to be the current highest bidder.)
- Auctions will count down in real time, however, you are responsible for refreshing your screen for accuracy.
- If a bid is placed during the last minute of the auction, five minutes will be added to the auction end time to prevent “bid snipping”.
- At the conclusion of the auction, the highest bidder will be notified as soon as the online auction has ended. This does not indicate that you have won the vehicle. You will receive a follow up email indicating that you are in fact “the winner”'.
- All winning bidders are responsible for their accounts so please make sure to visit the “MY PURCHASES” menu in your account.If you “Won” a vehicle, your invoice will be in here in PDF form under unsettled. You will click the “pay” box to make the payment. The invoice will indicate the PPA location you will need to attend to complete your transaction.

All winning bidders are responsible for their accounts so please make sure to visit the “MY PURCHASES” menu in your account. If you “Won” a vehicle, your invoice will be here in PDF form under unsettled. You will click the “pay” box to make the payment. The invoice will indicate the PPA location you will need to attend to complete your transaction.
- You MUST pay for your vehicle on Aspite’s website by credit/debit card. You will have UNTIL 1:59PM TO MAKE THE PAYMENT . AT 2PM YOU WILL BE LOCKED OUT FROM PAYING!! If you won the bid go to MY PURCHASES, in your account, and locate your invoice under “unsettled”, click on the PAY box to make the payment.
- All credit cards used for deposit and to complete your on-line credit or bank/check card payments must be presented to the PPA when you complete your title application at the PPA facility. The authorized signer of the credit/bank card utilized for on-line payment must sign the receipt stating you will not dispute any and all charges to the credit card/bank card.
- If the vehicle is not paid for by 1:59PM, the invoice will automatically void and you will no longer be the winning bidder, you will lose the deposit, and be banned 3 months for each vehicle not paid for. ABSOLUTELY NO PAYMENTS CAN BE MADE IN PERSON.
- AFTER making a successful on-line payment the buyer must go to the PPA lot indicated on your invoice/receipt to sign all the paperwork necessary to complete the transaction. At this time, successful bidders will complete the application for title which will be processed by the PPA and sent to PennDOT. This must be completed between the hours of 11:00AM and 3:00PM on the DAY OF THE SALE.
- If you make a successful payment and do not sign your title application at the PPA by 3pm, your money will be refunded and you will receive an account suspension. You will also lose your deposit.
- Successful bidder must pay $30.00 processing fee at the time of sale for each vehicle purchased.
- Successful bidder must pay $6.50 for court filing fee at the time of sale for each vehicle purchased.
- Successful bidders must pay $67.00 title fee at the time of sale for each vehicle purchased.
IMPORTANT INFORMATION
- Tow operators, car dealers and salvors must pre-register and present valid/current authorization/licenses. Please follow the instructions to upload your wall license and salespersons license when you register.
- All vehicles are sold “AS IS” and WITH ALL THE FAULTS. There are no warranties expressed or implied, nor warranties of merchantability.
- You may NOT place a bid on a vehicle in which you were the registered owner. If this occurs, the vehicle will not be released from our lot and will be re-listed for a future auction.
- Unless a valid Pennsylvania dealer identification certificate is presented, payment of applicable sales tax is required.
- The Parking Authority makes no representation or warranty concerning the type of title issued by PennDot.
- It takes approximately four to six weeks from the date of sale to receive the title from PennDot. You will receive the title directly from PennDot by mail.
- UNTIL THE TITLE IS RECEIVED IT IS NOT POSSIBLE TO REGISTER OR INSURE A VEHICLE PURCHASED AT THIS AUCTION. IT IS ILLEGAL TO OPERATE OR STORE AN UNINSURED OR UNREGISTERED VEHICLE ON A PUBLIC ROADWAY IN PENNSYLVANIA.
- ALL vehicles must be removed from the auction lot, without the removal of parts, before 8:00 pm on the date of the auction. Failure to do so may result in the forfeiture of the purchase price and the vehicle. The vehicle may be deemed an abandoned vehicle and the purchaser may be subjected to the penalties and fines prescribed by the governing laws.
- Auctioned vehicles will be released to tow operators only upon presentation of completed tow agreements.
- Tow operators must be pre-registered with the PPA in order to tow your vehicle. A tow operator can register by submitting their tow documents to auctions@philapark.org.
- VEHICLES MUST BE TOWED FROM THE AUCTION SITE TO A RESIDENCE OR PLACE OF BUSINESS. VEHICLES CANNOT BE STARTED OR DRIVEN FROM THE AUCTION LOT.
- Any vehicle listed for auction on-line may be released or withdrawn from the auction at any time regardless of bidding activity by the order of a court competent jurisdiction or for administrative reasons at the sole discretion of the Philadelphia Parking Authority. Any vehicle Withdrawn or not sold may be auctioned at a future date.
ALL REQUIREMENTS LISTED ABOVE WILL BE STRICTLY ENFORCED. FAILURE TO DO SO WILL RESULT IN BEING BANNED FROM FUTURE AUCTIONS. ANY QUESTIONS CAN BE SENT TO
